NEXT TIME STAGG MOUTHS OFF ABOUT INDEPENDENTS ASK HIM TO CHECK HIS FACTS
Deputy Finian McGrath T.D has strongly challenged Deputy Stagg T.D (Labour) about his recent attacks on Independents and their allowances. It is time for him to check his facts. Labour gets:
- €63,319 per T.D. in funding from the taxpayer.
- Labours Leaders allowance will increase from €2.1 million to €2.6 million.
McGrath challenged Stagg on these accurate figures. Deputy Stagg T.D. also supported the blatant discrimination of Independent T.Ds by excluding them from the Oireachtas Commission. That cost is an extra €15,000 and the Independents said they would do it for nothing. It is also undemocratic and another example of ‘stroke politics’.
Deputy McGrath T.D. also said he would have no problem cutting allowances provided the major political parties did it too. He described Deputy Stagg T.D. as engaging in phoney politics.

Press Release - Exchequer Funding received by Qualified Political Parties & Party Leaders Allowance

Political parties received a total of €13,480,748 in state funding for 2010, according to figures released today by the Standards Commission. The money was paid to the parties under the Electoral Acts and under the Party Leaders Allowance legislation.
Five parties (Fianna Fail, Fine Gael, Labour, Sinn Fein and the Green Party) received funding of €5,438,385 under the Electoral Acts and those five parties also received €8,042,363 under the Party Leader's Allowance legislation. The ttached table shows the amounts received by qualified political parties for 2010 under the Electoral Acts and the Party Leader's Allowance legislation.
The funding is not subject to income tax and may not be used for electoral or referendum purposes. The level of funding is linked to pay increases in the civil service; however, the legislation which governs the funding is silent on pay decreases. Qualified political parties must furnish to the Standards Commission Statements of Expenditure of the funding received.
Non-party members elected to Dail and Seanad Eireann also receive funding under the Party Leaders Allowance legislation. The amount payable to each such non-party member of Dail Eireann during 2010 was €41,152 and the amount payable to each non-party member of Seanad Eireann during the same period was €23,383. The total paid to non-party members was €304,905. Non-party members are not required, however, to provide a Statement of Expenditure of the allowance to the Standards Commission, or to any other authority.
Details of the funding and how it was spent are contained in two reports published today by the Standards Commission. These reports are available on www.sipo.gov.ie.
1. Report to the Minister for Finance concerning Statements of Expenditure and Public Auditors' Reports, in respect of 2010, furnished under the Party Leaders Allowance Act.
2. Report to the Ceann Comhairle concerning Statements of Expenditure and Public Auditors' Reports, in respect of 2010, furnished under the Electoral Acts.
The Statements of Expenditure and Auditors' Reports furnished to the Standards Commission may be inspected and copied by members of the public at its offices at 18 Lower Leeson Street, Dublin 2.

I wish to advise the Deputy that the National Council for Special Education (NCSE) is responsible, through its network of local Special Educational Needs Organisers (SENOs) for allocating resource teachers and Special Needs Assistants to schools to support children with special educational needs. The NCSE operates within my Department's criteria in allocating such support. This now includes a requirement for the NCSE to have regard to an overall cap on the number of SNA posts.
This number is 10,575 whole time equivalent (WTE) posts. This is a significant number of posts and unlike other areas of the public sector vacancies are being filled up to this number. It also represents continual increases in the number of SNAs over recent years.
It is considered that with equitable and careful management and distribution of these resources that there should be sufficient posts to provide access to SNA support for all children who require such care support to attend school, in accordance with Departmental criteria.
The NCSE has issued a circular to all schools advising of the allocation process for the 2011/2012 school year. A key feature of the amended scheme will be to provide for an annual allocation of Special Needs Assistant support to eligible schools. The NCSE asked schools to submit all applications for SNA support to them by 18th March, 2011 and intend to inform schools of their annual SNA allocation as soon as possible, in advance of the coming school year.

Either transform the Senate within 12 months into a genuine forum for civic society or abolish it. Introduce a system of vouched expenses for politicians.
- MAKE PARLIAMENT WORK
Stop the use of guillotine system to pass law that have not been scrutinised. Give Dáil committees the powers to examine proposals for spending before it happens and to hold those real inquiries by giving them the power to compel witnesses and documents. Make senior public servants responsible for their decisions and actions.
- Bring real transparency to the funding of political parties. Make parties publish annual accounts.
- Register and control lobbyists.
- Protect whistleblowers.
- Make all appointments to State and public bodies and to the judiciary open to public competition and Dáil scrutiny.
- First or public bodies.Ban any individual from being a director of more than three major companies.
- END IMPUNITY
Conduct an urgent review of company law to ensure that white collar criminals are brought to justice.
- RESTORE THE RIGHT TO KNOW
- Bring back the original Freedom of Information Act.

Deputy Finian McGrath: I thank the Ceann Comhairle for the opportunity of speaking to this important and urgent debate on the announcement by the Minister for Finance on banking. Before I go into the details of the debate it is important to state that some senior bankers misled and lied to politicians in this House. As a result of their actions, they contributed towards making the situation worse. That is my position. This was crime against our people and the taxpayers and an insult to all elected members of this House. It is important that this is said today in this debate. It is important that it is said on behalf of the 455,000 unemployed people in the country.

As you will be aware Dublin Bus is proposing to change the terminus of the 27B Bus from Harristown to Castletimon, Kilmore West. This would mean that the 27B would no longer pass by your area on the Oscar Traynor Road and there would be no direct bus service to various locations including the city centre. The present Dublin Bus proposals do not include a replacement service. (The 17A service is an 'orbital service' between Blanchardstown and Kilbarrack and does not service the city Centre.
