Mr. Kieran Somers,
Executive Officer
An Bord Pleanala,
64 Marlborough Street
Dublin 1.

Dear Sir/Madam,

Development of additional Port facilities with access to deepwater berths at the North Eastern part of Dublin Port, off Alexandra Road Extension, Dublin 1.
Application Reference:  PL29N.PA007     Reference   29N.PA0007

With reference to the above Planning Application and your request to the applicant for further details.

It would be useful if a proper study was undertaken of the Dublin Port Company’s real estate portfolio, to clarify why more infill is required and why land is being used for commercial purposes. When the National Conference Centre was proposed, it was the Dublin Port Company who offered land for the project. As this was a commercial project and had nothing to do with port business, it is further proof that they are engaging in commercial deals.

It is difficult to understand why there is so much urgency about this application for further infill. If the Port Company used their existing 630 acres in a more efficient way they would not need this infill.

Dublin Bay has a beauty only compared to Naples and this is a National Treasure.  The Port Company could be privatised at any time and it is only too willing; it appears, to permit the destruction of this beautiful Bay. However, I hope that this destruction would be against the ethos of An Bord Pleanala.

Dublin City Council have commissioned Consulting Engineers Roughan and O’Donovan to undertake a study of Dublin Bay and to prepare a coastal flood defence of the area.  All of these flooding defences were revealed at a public meeting held on 22nd September 2008 between all interested parties, the residents and the consulting engineers.    It should be taken very seriously that if the Council are prepared to put a considerable amount of money into this project, then they must be aware of the danger of flooding, particularly if there is more infilling and therefore wish to prevent a disaster in the future. No doubt, you are aware of Dublin City Council’s views.

I would like to thank you for asking the Port Company for further information, particularly in relation to flooding, and to state that it would be most helpful if you would make the decision to postpone the oral hearing until you have received all of the information from the Applicant together with the findings of all of the ongoing Studies about the future of Dublin bay. It is most responsible of An Bord Pleanala that it is prepared to wait for these independent studies and to delay a final decision that could be detrimental to Ireland and this area in particular.

I fully support the policy of Dublin Bay Watch and The Clontarf Residents Association’s Submission against the proposed infilling of the inner Dublin Bay.

Yours faithfully,

FINIAN MCGRATH T.D. IND.
